Woman dead, man in custody in Lower Valley

Family and friends ID victim on social media

EL PASO, Texas (KTSM) - El Paso Police confirmed a man was taken into custody after a woman was found dead Monday morning in the Lower Valley.

Officers were called to a home in 300 block of Apodaca Place around 2:30 a.m. That is near Mount Carmel Cemetery.

Police did not say how the woman died, nor did they immediately release her name. The suspect also remained unidentified as of late Monday morning.

Family and friends of the victim identified her on social media as Ruby Rodriguez. Based on her own social media activity it appears she was a young mother.

An EPPD K-9 unit was dispatched to the scene as DPS helicopters whirled overhead during the manhunt. Around 7:30 a.m., NewsChannel 9 footage showed officers surrounding a nearby location with their weapons drawn. The suspect was confirmed to be in custody shortly after.

Nearby South Loop Elementary School was temporarily placed on lockdown, according to Ysleta ISD officials. A parent told NewsChannel 9 the children were moved into the gymnasium before the lockdown was lifted.

Neighbors in the Lower Valley neighborhood were concerned about the incident so close to home. Adrian Torres, who says he's lived right next to the victim's home for 12 years, is now considering moving. He says crime in the area has been getting worse.

"It used to be a pretty safe neighborhood you wouldn't hear anything like this before and now it's starting to be more often," Torres said.
